It was instituted during a Passover meal (Luke 22:7 - 20), and Christ himself is described as the Passover lamb (1 Corinthians 5:6 - 8). We are told as a result that we are to cleanse out the old leaven of malice and evil, and instead work in sincerity and truth. However, I don't think it was "the Church" that was responsible for setting it up, but Jesus himself. I think it was definitely replacing or extending the Passover.
